The petitioner claimed that there is a substantial change in the dumping margin for the imports of subject merchandise by producers or exporters from the People’s Republic of China, Republic of Korea and Socialist Republic of Viet Nam since the imposition of the anti-dumping duties to the imports of cold rolled coils of alloy and non-alloy steel on 24 May 2016.
